“Each year, residents of the Village of Mettawa may purchase not more than 50 City North Beach Parking Permits at the “resident” rate on a “first-come, first served” basis. The parties shall develop necessary and convenient administrative procedures for affecting such sales and correlating such permits to vehicles of residents of the Village. The purchase of any parking permits would be effective May 1, 2015. The Village acknowledges and agrees that the City retains discretion to modify the resident and non-resident rates for City parking permits.”
